DESCRIPTION:<p>The 231st Internet-based FIDE Arbiters’ Seminar is going to 
 be organized from 20/08/2026 to 23/08/2026 by the Panamanian Chess Federat
 ion\,<span class='fontstyle0'> under the auspices of FIDE. </span></p>\n<p
 >The Lecturer will be IA/IO Hermida\, Marcelo Mariano (ARG)\, FIDE Lecture
 r\, and the Local Assistant Arbiter will be IA Rondon Chacon\, Yolys Desir
 ee (PAN).</p>\n<p>The language of the Seminar will be Spanish.</p>\n<p>The
  Seminar will give norms and titles of FIDE Arbiter\, according to the Reg
